Implementasi KTR untuk Percepatan RIRA di Kabupaten Kulon Progo

Kulon Progo Regency has implemented Regional Regulation (Perda) on Smoke-Free Areas (KTR) Number 5 of 2014 for 9 years. However, to expedite the establishment of a Child-Friendly Regency (KLA) in 2021, Regional Regulation Number 15 of 2021 was issued. In line with the KTR regulation that designates places of worship as KTR, Child-Friendly Worship Houses (RIRA) become indicators of facilities availability for creative and recreational cultural activities that are child-friendly. In 2023, the KTR Task Force through the Health Office and the Social Affairs Office for Women and Children (PPPAs) together with SemarKu and other community groups organized the Implementation of KTR to accelerate the Implementation of RIRA, especially in Viharas and Mosques. The intervention began with advocacy to the target management of worship houses, forming the KTR Supervision Task Force, and ensuring compliance with the 10 KTR Implementation Indicators in worship houses. The Health Office provided tools such as KTR banners and stickers. SemarKu, along with other community groups, conducted education based on the congregation, including educating the understanding of regulations and creativity for children. This series of advocacy and education concluded with the declaration of RIRA as the pinnacle of agreement to implement KTR and start fulfilling other RIRA indicators. With joint advocacy for KTR and RIRA, facilities availability for child-friendly, healthy, and smoke-free cultural and recreational activities has been achieved, free from smoke, advertisements, promotions, and cigarette sponsorship. The activation of the KTR Task Force enhances efforts to supervise and prevent children from becoming victims of substance abuse, especially cigarettes. In conclusion, the implementation of KTR for the acceleration of RIRA can be realized through synergy and collaboration between the government and the community. Personal advocacy to the management and humane education to the congregation can serve as a bridge to establish RIRA as a facility for child-friendly cultural and recreational activities through the Implementation of KTR.
