Abstract

The enactment of Regional Regulation (Perda) No. 5 of 2014 on Smoke-Free Areas (KTR), Kulon Progo Regency is committed to ensuring the fundamental rights of every individual to clean air, requiring awareness and participation from all parties in adopting a healthy lifestyle. However, in 2013, the implementation of Clean and Healthy Living Behavior, especially the indicator of smoking indoors, was low, with the habit of providing cigarettes as snacks and coffee companions, and the presence of cigarette advertisements in public places. In response to these challenges, the Si Mas HebatKu innovation was implemented with a cultural and humanistic approach to strengthen KTR and enhance PHBS through the Kabar Hamlet. The success of this innovation lies in a profound understanding of the KTR regulations, reducing misinterpretations, and minimizing conflicts. Evaluation was conducted using scoring with 13 PHBS indicators, 12 PIS PK indicators, and a survey with 10 compliance indicators for KTR implementation in 7 areas. The results showed a significant increase in household PHBS by 36.50% in 2022, a 3.6% rise from 2013. Non-smoking behavior increased by 47.84% from 2017, while compliance with KTR regulations reached 47.2% in 2022, a 1.9% increase from 2018's 0%, and 45.3% in 2021. Moreover, community participation through the Kabar Hamlet increased from 2 (20%) to 21 (84%) hamlets in 2022. Thus, the Si Mas HebatKu program proves to be an effective innovation in improving PHBS and compliance with KTR in Kulon Progo Regency, bringing about positive changes in the community's lifestyle and supporting the realization of a smoke-free area.
